DoD considers assigning rank to military spouses

As a military spouse, I find this to be ridiculous. However, I have never encountered a situation in which this would be necessary to contain order among spouses.
If you are unfamiliar with the proposal, the DoD is considering adopting a The Civilian Code of Spousal Justice in which spouses would be assigned rank to resolve issues among themselves without involving the sponsor's chain of command. The system would be assigned based on the sponsor's rank to enable a spouse to pull a power card in a matter of disagreement or discontent.
There has been an overwhelming support from military commands for the proposal suggesting it would free up their time to do their jobs.
I think the real problem is why military commands are mediating disputes among spouses? And,when I say spouses I do not mean between sponsor and spouse. I mean between two separate families such as wife on wife disagreements or bickering. This shows a lack of disrespect for the command and the purpose of service. Too many are feeling entitled and I think this will only encourage people to acquire entitlement.
